Can a U.S. eShop card redeem on a Japanese account?
No. Nintendo gift cards are region-locked. Buy or redeem in the same country as the Nintendo Account.
Is this the same as Nintendo Switch Online?
No. NSO is a subscription. eShop funds buy games and DLC. A gift card does not automatically pay an NSO invoice unless you apply eShop balance that way.
